Operate the AEPCO transmission system as a NERC-certified system operator to provide optimal reliability for our Members and customers. Monitor system reserves and respond to shortages to maintain reserves in accordance with NERC, WECC and SRSG requirements.  Direct the operations of substations and transmission lines to ensure transmission capacity to meet all customer load requirements.  Assess system conditions and initiate call-out of emergency crews from AEPCO and member cooperatives to restore equipment to normal.  Monitor AEPCO transmission usage via Open-Access Same-Time Information System (OASIS) and Electronic Tagging (E-Tag).  Provide load and resource balancing functions for the AEPCO metered sub-system.

A Power System Controller will be required, within 9 months, to complete NERC Certification (BI&T or RC) and within an additional 3 months to complete AEPCO/NERC Job Task List. Pay Grade will be based on completion of NERC Certification and Job Task List.



  • Three years of prior experience in transmission, generation, power marketing, or balance and interchange scheduling.
  • Ability to direct other operating personnel.
  • Required to be NERC certified (BI&T or RC) within 9 months.
  • Required to pass the AEPCO/NERC Job Task List within 3 months after obtaining NERC Certification.
  • High level of intellectual ability.
  • High level of multi-tasking abilities.
  • Above average mathematical aptitude.
  • High level of communication skills including 3-part communications.
  • Reasonable mechanical aptitude.
  • Ability to pass 7-Year background check.
  • High computer literacy.
  • Basic understanding of thermal generators.
  • Basic knowledge of AEPCO and WECC power systems.
  • Testing required for intellectual, logic, mathematical and communication skills along with psychological fitness.
  • Any equivalent combination of education, training, and/or experience can be substituted for requirements listed above.



  • Knowledge and competency in applicable NERC/WECC Reliability Standards for system operation.
  • Knowledge and competency in all AEPCO operating procedures under normal and emergency conditions.
  • Knowledge and competency in all AEPCO reliability-related tasks under normal and emergency conditions.
  • Emergency switching required for the restoration of the transmission system.
    • All field personnel adhere to operating instructions from System Control during emergency and routine switching.
  • Power System Controllers have the authority to take or direct actions to ensure the stable and reliable operation of the Bulk Electric System including, but not limited to, curtailing energy schedules, shedding of firm load, and or dropping generation without obtaining approval from higher-level personnel.
  • Respond to PeakRC reliability directives or operating instructions.
  • Write routine transmission and distribution switching programs.
  • Monitor and control AEPCO power system voltages, VAR flow, power factor, and transmission line and transformer loadings.
  • Actively monitor, assess, and resolve any communication, substation, or transmission line problems.
  • Report security breaches, fire or emergency spills to appropriate agency and Cooperative personnel.
  • Report cyber security breaches to appropriate agency and Cooperative personnel.
  • Monitor system reserves on a real-time basis and respond to any shortages.
  • Respond to SRSG requests and activate reserves as necessary.
  • Maintain system frequency and stability.
  • Monitor, review, assess, and respond to E-Tags associated with AEPCO metered sub-system.
  • Maintain accurate Generation and Transmission logs of system events, changes, or abnormalities.
  • Actively promote and maintain a team environment.
  • Ability to make recommendations to AEPCO management to further system reliability, safety and cost efficiencies.
  • Ability to work rotating shift schedules.
  • Ability to work in an enclosed and protected area for up to 12 hours.
